PS1 is built-in. As for the Vita. There was a huge release last year of exploits. Not much since then.
Depending on the firmware of the device, you might be lucky enough to run a CFW though a legitimately purchased exploit game, but emulation on the Vita runs through the PSP system.So.Emulator on what is essentially an emulator. The negatives are that it is not as powerful and you sometimes it can be difficult to find good quality batteries for the PSP as they age. There are other Android handheld devices that you can purchase but oftentimes they are of poorer quality.
You can check them out. If you already have an Android smartphone that you carry with you, a clip on controller may be your best bet. The PSP is a pretty okay emulation machine.
From my experience with it, the biggest problem is the screen. It's too small of a resolution to upscale without it looking really blurry, and naitive resolution is usually a little too small to be easily visible.
PS1 emulation is a huge plus, and gameboy emulation is pretty good. DS is pretty bad and PS2 is impossible.
